thank you for your question. I am not sure what version you are on but I think it would be easiest if the users use the ONE Data module and upload the Excel file this way. It is not possible to directly upload files to Catalog any other way.

More complex way could be to prepare for them some storage (GCP, Sharepoint, S3, ADLS, ...) that you as admin connect for them in the Data source and instruct your users to use that storage for their files. They can then just browse that connection and import the files. However, this requires giving them sufficient permissions on that connection and they can see everything which is in that storage.

More advanced users can use Virtual Catalog Items to upload their files using the ONE Dekstop tool: https://docs.ataccama.com/one-desktop/latest/work-with-ataccama-one/virtual-catalog-items.html
