I have rule having 2 attributes but it cannot be linked to business term. How can make use of this rule to validate the atrributes?

Rules with more than 1 input parameters could not be applied to a term, they are meant to be used with DQ Projects where you can map all input parameters to the table attributes.
Terms are only able to use rules with a single input parameter -- validation happens on attribute level.
