How to detect if data source (at-rest) is encryption or not based on sensitivity classification?

Based on data sensitivity classification of the data source, we would like to validate if the data is encrypted or in clear.  If the classification is confidential and the data is in the clear (unecrypted) we want to generate a report for the data custodian.
