Is there any way to add rule level notification using desktop tool or graphql and assign the recipients?

The best way to find if this is possible with graphql would be to manually create a notification on a rule while adding a recipient, locate the GraphQL call within the network inspect, and then use query and variables as your template for adding any other notifications this way
